Deepak Harwani Post launching of new MCA V3 portal, many users have reported facing technical issues at the time of filing various forms. The major technical glitches pointed out by the users are discussed by the Learned Author in this write up. 1. Introduction In the year 2006, Ministry of Corporate Affairs (MCA) launched MCA 21 portal with the vision to automate processes in relation to compliance and legal requirements under the Companies Act, 1956, Companies Act, 2013 and the Limited Liability Partnership (LLP) Act, 2008 & provided secure and easy access to MCA services for users such as professionals, corporates & the general public. 2. MCA 21 V3 Portal In the Budget Speech in February 2021, Finance Minister Nirmala Sitharaman said that in the financial year 2021-22, 'we will be launching data analytics, artificial intelligence, machine learning-driven MCA21 Version 3.0. This Version 3.0 will have additional modules for e-scrutiny, e-adjudication, e-consultation and compliance management. Hence to accomplish its vision of e- governance project, Ministry of Corporate Affairs (MCA) has launched the third Version of MCA 21 portal known as MCA V3. As compared to prior version of V2 which required forms to be filled and uploaded in the portal, MCA V3 portal, facilitates forms to be directly filled out online. With the strategy to bring new version in phases, in the first phase MCA has migrated LLP filings to the upgraded Version 3 of the MCA-21 Portal, and launched revised LLP forms to be available from 8-3-2022. Then in the second phase, on 31-8-2022, MCA has launched first set of Nine (9) Company Forms on MCA21 V3 portal which were were : DIR3-KYC Web, DIR3-KYC E-form, DPT-3, DPT-4, CHG-1, CHG-4, CHG-6, CHG-8 & CHG-9. Further on 23-2023, 56 other forms were also incorporated on the portal. 3. Issues faced in MCA portal Unfortunately Post launching of new forms on MCA V3 portal, as a part of third phase on 23-2023 many users have reported facing technical -issues at the time of filing. The major technical glitches pointed out by the users are as follows: (i) Form Agile-Pro-S MCA has notified such form for Application for Goods and services tax Identification number, Employees state Insurance corporation registration & Employees provident fund organisation registration, Profession tax Registration, Opening of bank account and Establishment Registration Number.
